Scrum is a product development framework, not a development method. It should be treated as guiding principles, not as instructions. In the book “Large-Scale Scrum: More With Less” – 2017, Craig Larman and Bas Vodde show a layer model:

Principles
Principles inform the rules, guides, and experiments. They provide the basis for making decisions on how to apply Scrum in your specific context. The contains the Scrum pillars:
- Transparency
- Inspection
- Adaption
And the Scrum values:
- Commitment
- Focus
- Openness
- Respect
- Courage
Framework / Rules
A few rules to get started and form the foundation. They defined the key elements that should be in place.
Guides
A moderate set op guides to effectively adopt the rules.
Experiments
Very situational and may no even be worth trying.
